The Spurs playmaker has been out with an ankle injury picked up last month on international duty with Denmark, but returns for the match against Anzhi.
Full-back Danny Rose is also available after overcoming a toe injury, however centre-backs Vlad Chiriches (knee), Younes Kaboul (quad) and Jan Vertonghen (ankle) are all out.
Emmanuel Adebayor has been left out of the squad despite being fit, with manager Andre Villas-Boas expected to give youth team players Shaquile Coulthirst, Ryan Fredericks and Laste Dombaxe a run out against the Russian side.
Spurs will look to end their group stage with a perfect record having already guaranteed top spot in Group K with five wins from five.
