Napoli are keen to sign the Brazil international on loan with QPR resigned to losing the keeper following their relegation from the Premier League.
Cesar enjoyed a successful spell in Italy with Inter Milan between 2005-12 and new Napoli boss Rafa Benitez is keen to lure him back to Serie A.
Arsenal and Villarreal have also been linked with a move for the 33-year-old, but it appears Napoli are set to win the race for his signature.
The player's agent, Josias Cardoso, has admitted Napoli and Arsenal have shown the most concrete interest in Cesar and that only a few details need to be resolved to see the keeper move to the San Paolo.
"It's not all done yet, there are many possibilities (he goes to Napoli), but there are some details to be resolved between the player and Napoli," Cardoso told calciomercato.it.
"When will the signature arrive? I don't know, it could be today, or in a few days.
"The Villarreal interest? There has been some interest from Spain, but nothing concrete.
"The only two concrete tracks are Arsenal and Napoli."
